I don't think the PS3 supports ad-hoc like that, at least when you go to setup wifi it doesn't ask you to select between infrastructure mode or ad-hoc like the PSP does. If the IT guys don't mind, you could buy a router that would have it's address starting at 00, so give that to them and then plug your PS3 into the router using NAT which will get your PS3 online. It's weird that the MAC doesn't start with 00, I have a newish PS3 and it does start with 00, are you sure he read it right? Do you mind posting the first 3 sections of the MAC address? (they aren't specific to your PS3, the first 3 sections tell you what the manufacturer of the device is, for example mine is 00:24:8D which google says is ' Sony Computer Entertainment Inc').
You can route the internet through a computer or laptop which would bypass having to register the PS3 MAC address on the network. Its what i did when i was in uni halls and worked a treat. You'll need a second ethernet socket (presuming the first is used to connect the laptop/computer to the uni network) and a crossover ethernet cable. Then you need to set up internet sharing for the ethernet port that is connecting to the ps3. Simples:) Edit: I think its also worth mentioning that uni's dont like students using routers because you can effectivly broadcast the internet connection to unauthorised people. If they do let you you'll need a crossover cable to connect it to the main ethernet port in the room and you'll also need a router that uses an ethernet port as its data input (they are usually the routers that dont have built in modems, e.g. The virgin media netgear router).

Sounds like a very good way to mess up your router. Also sounds like a good way of getting yourself kicked off the network - assuming you are actually changing the one on the internet side for some obscure reason or other.
I don't think there is any way of changing a PS3's MAC address unless you are running Linux in which case you may be able to go the spoofing route. But you shouldn't need to. The first half of the address identifies the hardware vendor so it is possible for it to have just about any value.
A bit of googling shows that some cheapo chinese routers seem to expect this 00 at the start - probably due to something lost in translation:) Tell them to get some proper network hardware and stop being cheapskates.
